Guiding Your Investment Oversight
Regardless of whether we are providing advice or discretion, we implement a six step process that guides our investment oversight. It starts with understanding the needs of you and your plan participants.

We will then work with you to help you review your current or create a new investment policy statement which will guide us in reviewing, selecting and removing funds from the plan. While you, as the plan sponsor, ultimately have responsibility for the investment policy statement it is the document that will guide all investment decisions.

Next we will look at the investment line-up to determine if it has the appropriate exposure to various assets classes as well as whether your current funds are meeting the investment policy criteria and either recommend or make, depending on our role, investment changes.

Once the fund line-up has the appropriate asset classes represented and funds meeting the investment policy criteria, we will provide ongoing monitoring and reviews to help ensure the criteria continues to be met. For instance, if a fund no longer meets the investment policy criteria we will either recommend or make, depending on our role, investment changes.

About David T. Wilkins

David Wilkins is a Senior Vice President, Financial Advisor at Morgan Stanley. He focuses on implementing investment strategies and overseeing ongoing management of client portfolios.
As a second-generation advisor, David grew up around his Father, Tom’s practice and over the years has developed a passion for the industry and working with families. He started his career at Merrill Lynch in May 2009. In January 2010 David became a Registered Financial Advisor joining his father Tom, and the Wilkins Group was formed. David and Tom moved their practice to Morgan Stanley Wealth Management in May 2012. David has worked closely alongside Tom for over a decade and strives to deliver the “modern wealth management experience” which entails delivering not only investment management solutions but also holistic services to their clients such as cash management, lending solutions, and financial planning. David has his Series 7, 63, 65, and Life/Health/Accident Insurance Licenses, and is registered to do business in 30+ states, as of December 2022.

While building upon the legacy cemented by his father, David looks forward to providing his clients with unmatched service and helping create a direct path towards financial freedom for many years to come.

As a native Vermonter, David has an affinity for skiing and the outdoors. Prior to getting into the industry in 2009 and after graduating from St. Lawrence University in 2007, David worked in the ski and snowboard industry in Breckenridge, CO. David currently lives in South Burlington with his wife, Katie, their daughters, Grace Ellen and Isabella, and their dog, Diesel. About Annie Strout

Annie Strout has a bachelor’s degree from the University of Vermont where she graduated in the top of her class as a John Dewey Honors College Scholar and played for the Women's Division I Lacrosse Team. She joined Morgan Stanley after working as a financial services professional in the insurance industry and has been with the firm for just shy of a decade. She proudly holds the titles of Corporate Retirement Director and Financial Wellness Director and is a Senior Vice President, Financial Advisor at Morgan Stanley.

Annie’s areas of focus are on comprehensive financial planning, 401(k) and retirement plan consulting, and investment management for individuals, families, corporations and non-profits. As a Qualified Plan Financial Consultant (QPFC) she works closely with board members and investment committees to provide consulting, benchmarking, ongoing investment services, and education for both plan sponsors and participants. She is a big advocate of financial wellness and enjoys working one-on-one with clients to help them prepare for the future.

Annie lives in South Burlington with her husband Chris, their son Ralph, and their two dogs Jack and Baxter. She often gets confused for her identical twin-sister Emily, who is a Doctor at UVMMC and an Assistant Professor at the College of Medicine at UVM. Annie is known for her love of pizza, and enjoys friendly competition, mountain biking, running, cycling, skiing, and golfing.

In 2017, 2019, and 2020 Annie was named to the firm’s Pacesetter’s Club, a global recognition program for Financial Advisors who, early in their career have demonstrated the highest professional standards and first-class client service. About Erin Carroll

Erin Carroll is a Portfolio Associate with over 20+ years of experience building client relationships and providing seamless client service. She has built a reputation for providing personalized, high touch service and goes above and beyond for the team’s clients. Erin ensures clients receive the first-class level of service they expect and deserve from Morgan Stanley and she is the first point of contact in resolving all client-related needs. Following in her mother Pat’s footsteps, Erin is a second-generation team member. Pat had been working with David’s father, Tom Wilkins since 1983 when Erin started her career at Merrill Lynch in 2000. In 2012, the team moved to Morgan Stanley and in 2016 Pat retired leaving Erin to continue her legacy of service excellence. Erin is not only a familiar face and voice for the team’s multi-generational practice, she also has easily become the team’s COO. Erin puts clients’ best interests first and can be counted on to get any job done with a positive and teamwork oriented attitude.

Erin is a Coach for the Northern States Complex, participating in onboarding and training of new Support Professionals and continuing education opportunities for her peers. She currently serves on New England Region Diversity & Inclusion Council at Morgan Stanley where she works to create and implement innovative diversity programs and initiatives. As a former board chair for both the Women’s Rape Crisis Center (HOPE Works) and for the Pride Center of VT, Erin is passionate about ending violence against Women, LGBTQ rights, and about giving back to the community.
