James S Tarr, Senior Vice President, has been with Morgan Stanley* since 1980. After his work as a Ph.D. candidate in the Economics and Politics of Public Finance at the University of Chicago, he has been working with families, corporations, central banks, and pension funds regarding their investment strategies.
