We are the Capitol Wealth Management Group, a distinguished Morgan Stanley Private Wealth Management practice consisting of 20 professionals with an average industry experience of over 20 years. Our mission is to protect our clients’ lifestyles, while preserving and growing their assets.

Our founding partner, Marvin McIntyre, pioneered the family office concept by thoughtfully bringing together a diverse group of investment and client service professionals each with their own area of expertise. With dedicated specialists in financial planning, investment management, retirement plans, insurance, lending, and trust and estate planning, we draw on this wealth of experience to help clients build their legacy and facilitate generational wealth transfer. About Marvin McIntyre

Marvin McIntyre is the founding partner of one of the most successful financial services practices in the industry. The collaborative team of 20 experienced investment, planning, and diverse client service professionals combine their talents and skill sets to address the sophisticated needs of highly affluent families and individuals. From tax and estate planning, retirement planning, loan analysis, private equity, and charitable planning, the team provides access to the very best ideas and opportunities. Continuity and client-centricity have been hallmarks of the team since its formation, and the majority of the members have worked side by side for decades.

In 1991, Marvin pioneered the team approach to wealth management. That innovation revolutionized the financial advisory business and made Marvin a regular fixture in radio, television, and national print media. Thanks to the trust and loyalty of his clients, he was soon named one of the top five advisors in the nation by Research Magazine and became a member of Barron’s Advisor Hall of Fame. He is currently ranked as the #1 advisor in Washington, D.C by both Barron’s and Forbes and, in April 2020, the group was ranked the #10 Private Wealth Management Team in the United States.

Marvin began his financial services career after graduating from The Citadel and serving in Vietnam. The small brokerage he joined grew into the nationally regarded Legg Mason, which became part of Morgan Stanley through a series of mergers. While the firm changed around him over his 50 plus year career, Marvin never changed firms.

A grateful father of four, he is blessed with seven grandchildren who all live within 15 minutes of Marvin and his wife, Jo Anne. Through their charitable foundation, the McIntyre family supports numerous charities, with a special emphasis on Alzheimer’s research.

A.J. Fechter is the Managing Partner of The Capitol Wealth Management Group and has led the practice since 2016. A.J. is an advisor on some of our most significant and complex family relationships, offering dedicated guidance on liquidity event planning, next generation education, philanthropy, and succession. With over thirty years of experience serving families and their unique needs, he is enthusiastic about crafting solutions that not only help to preserve and grow their assets, but also enrich and uplift their distinctive values.

As a leader, A.J. focuses on developing strategic initiatives to elevate client outcomes, fostering innovation within the practice, and nurturing an inclusive culture of excellence. AJ takes great pride in cultivating an environment of continuous learning that empowers the team to provide world class support to our clients as they navigate the rapidly evolving landscapes of finance and technology.

A.J. is a Magna Cum Laude graduate of the University of Maryland, a Chartered Financial Analyst (CFA), and holds the Family Wealth Director designation at Morgan Stanley. In addition to his media appearances, he has guest lectured at American University in Washington, DC on capital market economics, The Smith School of Business at the University of Maryland on the topic of Women and Wealth, and other educational institutions.

A.J.’s charitable activities include acting for several years as Board Chair for Minds, Incorporated, a school-based charity devoted to the most underserved Wards in Washington, DC. He has also served on the Investment Committee for the Hospital for Sick Children Foundation in Washington, DC, been a VIP fundraiser for Easter Seals’ Wounded Warrior Program and co-founded the downtown DC Cystic Fibrosis Great Strides Walk and served as its co-chair.

About David B Gray

David B. Gray is a Managing Director with Morgan Stanley Private Wealth Management and a partner in the Capitol Wealth Management Group (CWMG) at Morgan Stanley. CWMG has been recognized as one of the top advisor teams in America by Barron’s and Forbes. In April 2022, the team was ranked by Barron's as the #15 team in the Top 100 Private Wealth Management teams in America.

David’s primary responsibilities include managing client relationships for high-net-worth families and institutions. He works with multi-generational clients and has experience executing complex family limited partnerships and other generational planning strategies. He has experience helping clients structure business liquidity events and working with executive compensation plans. David is an Alternative Investment Director and has been instrumental in planning and executing four specialized private equity partnerships in conjunction with The Carlyle Group. He completed the rigorous training to be recognized as a Family Wealth Director at Morgan Stanley in 2010. In 2019, David was selected to serve on the Private Wealth Management Advisory Council, representing the interests of PWM Advisors to senior management.

David received a BS in Business Administration from Washington and Lee University and completed his MBA in Finance from the Owen Graduate School of Management at Vanderbilt University. He has been with the firm, or predecessor firms, for over 30 years and is a member of Morgan Stanley’s prestigious Chairman’s Council. Prior to joining CWMG in 2000, David was a VP in the Investment Banking Group of Legg Mason where he executed a variety of transactions for financial institutions.

David is a native of Alexandria, Virginia. He served on the Alumni Board of the Owen School and is active in local charitable and civic boards. He is currently serving on the Foundation Board for the INOVA Alexandria Hospital.

About Don G. Metzger

Donald G. Metzger, originally joined Legg Mason in 1985 where he managed their Retirement Plan Division for seven years before moving to the Capitol Wealth Management Group in 1992. He advises high net worth families and corporations on a wide range of financial issues and has been instrumental in developing employee benefit platforms for corporate clients and managing the resulting selection, implementation, and monitoring of investment managers. Donald also has been an advisor to corporations with respect to initial public offerings, mergers and acquisitions, and other financing-related issues.

About Steve Comiskey

Steve is a Morgan Stanley Managing Director, a Private Wealth Advisor, and is on the Forbes Magazine's 2023 List of America's Best-in-State Wealth Advisors in Washington, D.C.

Steve works with company Founders, CEOs, and C-Suite Executives, their families, and their personal and family foundations; and holds a U.S Patent for a “System and Method for Providing Financial Services to High Net Worth Individuals”.

Steve is a Morgan Stanley Alternative Investments Director with a focus on selecting private non-correlating investment strategies and managing a portfolio’s alternative investments.

He has been honored with a lifetime achievement award for legal ethics and professionalism from the Texas Center for Legal Ethics and Professionalism and is a member of the Virginia, Maryland, and District of Columbia Bars, numerous federal trial court and appellate court bars, and the Bar of The Supreme Court of the United States, although he does not provide legal advice. Steve has taught and coached private wealth advisors and financial advisors. He has taught at the Washington College of Law. He has taught legal ethics and professionalism continuing legal education courses to judges and to lawyers around the country, and he has spoken as an expert on those subjects at state bar meetings around the country.

He is currently the President of his Naval Academy Class, the Chair of the Naval Academy’s Council of all USNA 70+ Class Presidents, a Trustee on the Board of the Naval Academy Alumni Association, a Director on the Board of the Navy-Marine Corps Olympic Regional Training Center in Annapolis, a past Trustee of Landon School, and a past President of the Landon School Fathers Club.

A graduate of the United States Naval Academy at Annapolis, Steve left active duty as a Marine Corps Major following twelve years of active duty service in the U.S. Marine Corps, first as a Marine Aviator and then as a Marine Judge Advocate. Steve is in the Naval Academy Athletic Hall of Fame.

Steve and his wife, Sally, live in Chevy Chase, DC, where they raised their three – now grown – sons (Barrett, Joe, and Will). Will and Joe are also Naval Academy graduates who each served on active duty as Marine Corps Officers. Barrett was an undergraduate Math Major at MIT and has his MBA from Stanford. All three are entrepreneurs running their young companies. Sally is a saint.

Ayanna Dunn began working at Morgan Stanley in 2014 and joined the Capitol Wealth Management Group in 2018. Her primary responsibilities with the Capitol Wealth Management Group included advising high net worth families, businesses and nonprofits on customized wealth, investment and liability planning solutions. She also advised businesses and nonprofits on corporate retirement plan design, implementation and management. Prior to joining the Capitol Wealth Management Group, Ayanna was a Private Banker for Morgan Stanley Private Bank delivering lending, credit and cash management solutions to high net worth clients.

Before joining Morgan Stanley, Ayanna was a Financial Advisor at Alliance Bernstein Global Wealth Management and before that, an Associate Private Banker at J.P. Morgan Private Bank. Prior to that, she was an Associate in the Investment Banking Division at J.P. Morgan based in New York and then London, where she originated and managed Equity Capital Markets transactions for North American and European issuers. Ayanna was also an Account Director for The Corporate Executive Board where she was responsible for marketing to C-suite finance executives at Fortune 500 companies in the US and Canada. She started her career in strategy consulting as an Associate Consultant at Bain & Company.

Ayanna graduated from Spelman College with honors, receiving a Bachelor of Arts degree in Economics. Outside of the office Ayanna supported art, education, and nonprofit organizations, including The Phillips Collection, the Washington Project for the Arts, the Washington School for Girls and N Street Village. Craig Hall joined Capital Wealth Management in 2016. He began his career in the securities industry at Alex Brown in 1995 and has held various high-level service roles at Deutsche Bank Securities (Formerly Alex Brown) before joining the Team. Craig employs his 28 years of experience to provide seamless support to many of the Team’s Ultra high-net worth family clients. About Mingxin Jin

Mingxin Jin joined Morgan Stanley in 2017. She serves as a Portfolio Management Associate Director. She focuses primarily on the development of asset allocation and risk models, sourcing and evaluating investments based on risk and return metrics that are consistent with client’s objectives. She also focuses on providing complex wealth management solutions for ultra-high net worth individuals and families in Asia and United States.

Sean Dries is a Portfolio Management Associate for the Capitol Wealth Management Group and is responsible for the development of client specific asset allocation models, portfolio rebalancing and performance reporting. Sean works closely with the Director of Investments and Private Wealth Advisors in managing portfolio strategy and implementation. The thing that excites him most about his role on the team is being able to work closely with individuals to craft specific investment plans to help maintain their lifestyle as well as the ever-changing financial markets.

Sean has been a member of the Capitol Wealth Management Group since 2016. He holds a Bachelor of Arts in Political Science from Monmouth University as well as the Series 7 and 66.

Sean is an avid hiker and has summited Half Dome in Yosemite National Park. He also enjoys traveling with his wife, Claire, and snowboarding with friends around the world.

Justin O’Connell is a Portfolio Associate, has been with Morgan Stanley since 2007, and has been in the Wealth Management business since the early 2000’s. Justin has been working with Private Wealth Advisor Steve Comiskey since 2009.

Jack received his Bachelor of Arts in Economics from the University of Connecticut in 2019, where he was a 2-time captain of the UConn men’s tennis team and member of the US Army ROTC program. Following college, Jack received his commission as a US Army Quartermaster Officer in the rank of Second Lieutenant. Jack held many different logistics and operations management jobs while being stationed in Kentucky, Virginia, and Colorado. He completed his service at the 4th Infantry Division Sustainment Brigade in the rank of Captain. In 2023, Jack joined Morgan Stanley to pursue a career in financial services and wealth management.

Jack lives in Northern Virginia with his wife, Melissa. They enjoy spending their free time traveling and playing sports together, including tennis, pickleball, basketball, skiing, and golf.
