About Scott D. Rash

My primary focus is to drive revenue, increase profitability and manage risk across the Silicon Valley Complex, but I am equally committed to helping every Financial Advisor in the Complex realize their potential and succeed. I learned long ago that developing cohesive teams through accountability and unwavering ethical standards results in strong morale and consistent production, so I try to be as balanced and available as possible.

One of my primary goals is to ensure that all FAs in the Complex have a thorough understanding of the Firm’s products and services and are able to use this knowledge to develop personalized, goals-based wealth plans for their clients. I am very involved in Complex recruitment, community outreach and diversity initiatives.

I began my career in the industry in 1987 as a Financial Advisor specializing in ERISA plans for the middle markets in San Diego. From 1992 to 1997, I held various positions involving corporate retirement plans including Regional Sales Director for Smith Barney’s Corporate Services based in Seattle, Washington. In 1997, I became the Branch Manager for the Spokane, Washington Complex which included offices in Spokane; Liberty Lake, Washington; Lewiston, Idaho; and Missoula, Montana. I relocated to California in 2004 to assume my current position.

I attended the University of Nebraska and graduated with a Bachelor of Science degree in Economics in 1986. I am a Certified Financial Planner™ (CFP®), Certified Employee Benefit Specialist® (CEBS®) and an arbitrator with the Financial Industry Regulatory Authority. I live in Menlo Park, California, with my wife, Paula, and our three children.

About Robert Wolffe

As a Branch Manager, I play a key role in the overall management of all aspects of the business across the Menlo Park Office. As a leader, my mission is to foster and maintain a culture based on Morgan Stanley's five core values: Putting Clients First, Leading with Exceptional Ideas, Doing the Right Thing, Giving Back and Diversity and Inclusion. Day-to-day you'll find me helping our Financial Advisors realize their vision of the Perfect Practice.

I take an active role in helping pioneer the digital change that is taking place in our industry. Our Complex is committed to being a leader in cutting-edge technology and leveraging it to maximize our client relationships.

I also possess a deep understanding of corporate equity solutions including corporate stock and option plans, 10b5-1, Section 16 and SOX, and can help our Financial Advisors discover solutions for their C-level clients and companies. I currently reside in Silicon Valley with my wife Christine and our three children.

About Charles Levy

With three decades of financial services industry experience, I have been Branch Manager in Menlo Park since 2010. Both at my branch and across the Silicon Valley Complex, I am committed to providing ongoing leadership to all Financial Advisors — veterans and rookies alike — in an effort to help them maintain a superior and consistent level of client service. In particular, I do whatever I can to help new Financial Advisors make a seamless transition from their previous firm and prepare to help them achieve their personal and/or team’s goals.

Culturally, the Menlo Park Branch values collaboration and entrepreneurship. I believe Financial Advisors thrive in our environment because integrity and professionalism are evident in every relationship, both within the office and with our clients. Our Financial Advisors enjoy the full support of branch management, as well as the Firm, throughout their careers. Our unique approach to the business enables us to build meaningful, long-lasting bonds with our Financial Advisors, who are consistently among the most productive in the Firm. We also have many multi-generational client relationships, which is a source of great pride.

About Jason Parker

As a former teacher, I try to bring and educational perspective to the financial services industry. After receiving a bachelor’s degree in Political Science and English, and a Master’s degree in Education, I spent five years as a high school English teacher. The move to Morgan Stanley, both as a Financial Advisor and now as a Manager, was fueled by a strong desire to continue educating individuals. Though the pupils are of a different age, the concept is very much the same: Educate and help people prepare for tomorrow.

As Branch Manager of the Palo Alto and Mountain View offices, I strive to develop a culture of growth and collaboration. We accomplish this by consistently sharing best practices, communicating through challenging markets, and constantly looking for new ways to address our clients’ constantly evolving needs. Morgan Stanley has dedicated a tremendous amount of resources to Modern Wealth Management and the Team in Palo Alto intends to be at the forefront.

A quick walk around our offices and you will immediately notice a heavy concentration of high function teams focusing on both domestic and international markets. This is a direct result of our continued focus on creating and developing multi-skilled teams and partnerships. With an open door mentality, there is no client need that we cannot address.

When not in the office, you’ll find me mountain biking or skiing in the mountains of Tahoe with my dog Lucy following close behind.

About Marina Perry

I rise daily to meet a wonderful group of Financial Advisors based out of our Morgan Stanley San Mateo branch, whose purpose is to help the community achieve financial success, utilizing the resources available through the Morgan Stanley Modern Wealth Management offering.

Having been part of this industry since my childhood, with my father, sister and brother also experiencing lasting careers in wealth management, I am proud to be celebrating my 19th year in the industry.

Belonging to the Morgan Stanley Silicon Valley Complex management team is a joy in itself. I benefit from its rich intellectual capital, as well as plentiful resources tailored specifically to our clients' needs.

I wear many hats in my role, such as a Financial Advisor, Branch Manager, Executive Financial Services Director, Portfolio Manager and Certified Financial Planner.

The energy in my San Mateo office is contagious, spanning from multiple generations of advisors and clients, as well as diverse business profiles, including Corporate Equity Compensation Plan Services.

About Chad Bell

I am responsible for a wide variety of compliance and risk functions. My role is to help Financial Advisors adhere to best business and ethics practices, applicable federal, state and local laws, Morgan Stanley policies and all other applicable regulations. I have a Bachelor of Science degree in Family Resource Management from The Ohio State University and live in Scotts Valley, California, with my wife, Amanda, and two young children.

About Rachelle Ruiz

As Complex Business Service Officer, I am responsible for all service, staffing and operations in our Complex. I support Financial Advisors in transitioning their practices by coordinating the resources of the Firm. Along with my business service management team, we partner with our Branch Managers to prepare for your transition. We work closely with Financial Advisors and their support professionals to communicate with their clients, explain the steps, facilitate account opening and asset movement using our digital tools and effectively troubleshoot any operational issues that may arise.

I began my career at Smith Barney in 2000 and have had a variety of service roles including Registered Associate, Senior Assistant Operations Manager and Business Service Manager. I earned a Bachelor of Arts in Psychology from San Francisco State University and reside in Menlo Park, California.
