My Story and Services

I joined Morgan Stanley in 1998 as a Financial Advisor, since then my work has been focused in servicing the needs of high net worth clients as well as working with foundations, defined contribution plan sponsors, and defined benefit plan sponsors. As an alumnus of University of Delaware with a Bachelor of Science in Business Administration, further education is a trait of my work. In 2008, I obtained the Certified Financial Planner ™ (CFP ®) certification focusing on financial planning, retirement, education, and estate planning. Then in 2009, I completed the Certified Investment Management Analyst™ (CIMA ®) designation focusing on asset allocation, manager search and selection, investment policy and performance and risk measurement. These certifications and the pursuit of new skills in my industry, is a quality of the services I provide to my clients.

I am also a Senior Investment Management Consultant, which is designated to qualified consultants within Morgan Stanley who have been through comprehensive training. In my free time, I attend conferences around the country administered by Stanford University, MIT and other accredited programs as a member of the Investment Management Consultants Association. I also enjoy exploring the city of Philadelphia and traveling across the country with my wife Jules and daughter Genevieve.

    CERTIFIED FINANCIAL PLANNER™ - CFP®
    Anyone can call themselves a financial planner. Only those who have met CFP Board's high standards for certification can call themselves a CFP® professional. Working with a CFP® professional is an important first step toward reaching your financial goals.

    This certification has been described as “… For more than 30 years, CERTIFIED FINANCIAL PLANNER™ certification has been the standard of excellence for financial planners. CFP® professionals take a holistic, personalized approach to bring all the pieces of your financial life together. CFP® professionals have met extensive training and experience requirements, and commit to CFP Board's ethical standards that require them to put their clients' interests first. That's why working with a CFP® professional gives consumers confidence today and a more secure tomorrow.”

    On average, it takes 12-18 months to complete the coursework, followed by a comprehensive, six-hour exam to achieve the certification.

    To become certified, in addition to meeting education, examination and experience requirements, candidates must make a commitment to CFP Board to abide by standards set forth in CFP Board’s Code of Ethics and Standards of Conduct. The Code of Ethics lists the principles that guide a CFP® professional’s behavior. The Standards of Conduct elaborate on several “duties” that a CFP® professional must fulfill as part of their certification.

    CFP® professionals are required to complete 30 hours of continuing education (CE) each reporting period: 2 hours of CFP Board approved Ethics CE and 28 hours of CE covering 1 or more of CFP Board’s Principal Topics.

    Certified Investment Management Analyst® - CIMA®
    Investors face increasingly complicated choices. They want specialized advice that’s relevant to them, and that they can act on with confidence. Advisors with the right kind of knowledge and skills to help clients effectively navigate this complex investment landscape have an exceptional opportunity. The CIMA® is a professional certification for financial advisors and investment consultants in advanced portfolio construction. The program requires completing a sophisticated investment curriculum to help us meet the real world needs of individual and institutional investors.

    This certification has been described as “… The CIMA® certification is the peak international, technical portfolio construction program for investment consultants, analysts, financial advisors and wealth management professionals. Unlike other credentials, the CIMA® certification is uniquely designed to provide a useful and relevant balance of theory and practical knowledge. It goes well beyond the fundamentals, with deep dives into advanced portfolio management, portfolio construction, and risk management techniques. The CIMA® program provides a systematic process advisors and consultants can use to put their clients’ strategies into action.”

    The CIMA® certification identifies individuals who have met extensive experience and ethical requirements and successfully completed advanced investment management consulting coursework provided through one of three top-20 business schools in the United States: The University of Chicago Booth School of Business, The Wharton School at the University of Pennsylvania, or the Yale School of Management.

    On average, it takes 6-9 months to complete the coursework, followed by a stringent, five-hour exam to achieve the certification.

    CIMA® designees are required to adhere to Investments and Wealth Institute® Code of Professional Responsibility and Guidance Document, Disciplinary Rules and Procedures, and Rules and Guidelines for Use of the Marks. CIMA® designees must report 40 hours of continuing education credits, including two ethics and one tax/regulations hours, every two years to maintain the certification.

Fabienne Sarnecki is a Private Banker serving Morgan Stanley Wealth Management offices in Pennsylvania.

Private Bankers partner with Financial Advisors to develop a specialized approach for managing clients’ cash flow, liquidity and financing needs, leveraging our comprehensive suite of cash management and lending solutions.

Fabienne began her career in financial services in 2009, and joined Morgan Stanley in 2016 as a Regional Analyst. Prior to joining the firm, she was an Internal Wholesaler at Lincoln Financial Group as well as an Account Manager & Marketing Coordinator at Navidor Merchant Services.

Fabienne is a graduate of New York University where she received a Bachelor of Arts in Economics. She lives in Wayne, Pennsylvania with her family. Outside of the office, Fabienne enjoys running, hiking, exploring new types of cuisines and traveling with her family.

Some of these factors include: the Plan’s investment options and the historical investment performance of these options, the Plan’s flexibility and features, the reputation and expertise of the Plan’s investment manager, Plan contribution limits and the federal and state tax benefits associated with an investment in the Plan. Some states, for example, offer favorable tax treatment and other benefits to their residents only if they invest in the state’s own Qualified Tuition Program. Investors should determine their home state’s tax treatment of 529 plans when considering whether to choose an in-state or out-of-state plan.
