The City Point Wealth Management Group (CPWM) at Morgan Stanley is a boutique wealth management practice seeking to provide exemplary service and holistic advice to help families and organizations achieve their financial planning, investment, wealth transfer and philanthropic goals.
CPWM was recently formed through the merger of two groups – The Toomey Waterman Group and The Hood Collins Group. Now a six-member team with diverse backgrounds and a strong moral compass, we work with affluent individuals, multi-generational families, foundations and organizations who value close relationships with seasoned advisors.
The decision to combine teams was made so that we may serve our clients more efficiently with more resources and more diversity of thought and talent. Our goal has always been to provide superior service and results to those who put their faith in us. This merger gives us the best opportunity to do so. About John Toomey
John is a founding member of the City Point Wealth Management Group and provides a comprehensive planning process and personalized service to affluent clients and families. He focuses on developing customized strategies for wealth transfer, family dynamics, asset management, risk management, lending, philanthropy, business succession and monetization, and restricted securities of corporate executives. Having grown up in a family of educators, John brings a commitment to educating his clients on complex issues as part of his affinity for wealth management.
John offers more than 20 years of industry experience to his clients. Since joining Morgan Stanley in 2008, he has played a leadership role in helping to grow the firm’s franchise on the South Shore and Cape Cod. John holds the Morgan Stanley designation of Family Wealth Director, which means he is part of a select group of highly trained advisors who demonstrate specialized expertise in helping families address the challenges of managing significant multigenerational wealth. In addition, he has obtained the advanced designation of Chartered Retirement Plans Specialist. In recognition of his work with clients, John was named a Forbes Best-In-State Wealth Advisor in 2022 (Massachusetts–Boston; Private Wealth).* He graduated from Suffolk University with a B.A. in English literature.
Outside the office, John enjoys spending time with his wife, Stephanie, and their three children and seven grandchildren. John and Stephanie are very involved in several local charities, including the All Dorchester Sports and Leadership program, Boston Children’s Hospital Blood Donation Center, and Dress for Success. John likes to stay active and recently competed in the Haymakers for Hope charity boxing event.

About Kevin Collins
As a founding member of the City Point Wealth Management Group, Kevin focuses on developing customized wealth and tax planning investment strategies for clients with complex needs. Specifically, he concentrates on investment strategies, portfolio evaluation, financial planning, liability management, and capital market transactions.
Prior to joining Morgan Stanley in 2008, Kevin spent more than 10 years at Bear Stearns, where he was a Managing Director and Principal. David is a founding member of the City Point Wealth Management Group and brings more than 35 years of industry experience to the team. He works closely with clients to help them establish financial plans that help achieve their long-term goals. With a particular focus on portfolio construction, evaluation, and monitoring, David uses the full spectrum of Morgan Stanley’s investment platform, including alternative investments to customize an investment strategy and monitor it over time based on each client’s profile.
Before joining Morgan Stanley in 2008, David began his career at Drexel Burnham Lambert and later moved to Bear Stearns, where he served as a Managing Director. Throughout his career, David has continued to grow his knowledge by completing financial courses at Northeastern University and other institutions. He also earned the Chartered Financial Analyst designation in 1992 and holds relevant insurance and securities licenses.
Outside the office, David enjoys spending time and traveling with his wife, Ellen, and their three sons, their wives, and five grandchildren. Additionally, he enjoys fly-fishing, playing golf and tennis, watching sports, visiting museums, and listening to music. About Jon Sullivan
Throughout his years at Morgan Stanley, Jon has built strong relationships with clients by advising and educating them on wealth transfer, cash management, and asset allocations. He relates well to clients with growing families who are at a similar stage in their lives—building wealth, establishing college savings plans, purchasing homes, and assisting their aging parents. In addition, Jon closely collaborates with clients’ other professional advisors, such as CPAs and attorneys, to create an integrated approach to pursuing their personal and financial goals.
Jon joined Morgan Stanley in 2017 after spending 12 years in the financial services industry as a consultant to financial advisors. Since joining the firm, he has been a recipient of the Pacesetter’s Club Award three years in a row—a recognition given by Morgan Stanley to financial advisors who have demonstrated the highest professional standards and first-class service. Jon earned a bachelor’s degree in political science from Bridgewater State College, where he was selected as an All-American for the varsity football team.

About Nicole Deasy
Nicole is responsible for managing a broad range of day-to-day operations, including client service and portfolio management support. As a registered associate, she is authorized to handle many client needs directly, such as opening and maintaining accounts, executing trade orders, providing performance reports, and processing money movement. Her focus on client communication and proactive service is highly valued by the team and has resulted in close client relationships.

Van Liao is a Vice President and Financial Planning Director serving Morgan Stanley’s Wealth Management offices in Boston, MA. She is responsible for helping Financial Advisors with their clients’ and prospects’ financial planning needs.
Van began his career in financial services in 2006 and joined Morgan Stanley in 2022. Prior to her current position, she was the Sr. Financial Planning Consulting at Citizens Securities, Inc., working closely with financial advisors and their clients on achieving financial success through a holistic approach of financial planning. Before joining Citizens Securities, Inc., Van was with LPL Financial as a Sr. Financial Planning Consultant, where she coached over 3,800 advisors to create comprehensive, client-focused financial plans. Van also spent about 6 years at Wells Fargo Family Wealth, where she collaborated with financial advisors and investment professionals to provide specialized advisory services to high and ultra-high net worth families and business owners.
Van graduated from Clark University with a B.A. in Business Management and M.S. in Finance. She also holds her Certified Financial Planner®. Van is an active member of the Financial Planning Association of New England. She dedicates her time and effort to promoting the planning profession, empowering financial literacy, and building a strong professional community. Van also serves on the Women's Initiative Committee and the DEI Committee and is an active advocate for women and minorities.
